CI owner Field is allowing to select non-process user which is not correct.

Hello Experts,
I have a two class of CI's Business Application and Mapped Application Service.
we have issue here in mapped application CI as the CI owner reference Field is allowing to select Non process user (user with No ITIL Role) as well unlike Business Application CI which is fine.
Checked the Dictionary Entry for reference Qualifier conditions and it is same for both class CI's.
So I would like to know , why one Class of CI (Business Application CI) is working fine and other (Mapped Application CI) not ?
Can you please suggest , what could be the reason here.

A couple of thoughts:
Is there a Dictionary Override?
Is the Ref Qualifier scripted in any way, passing in the current record? If so there may be something in the script that is looking at the class.
