CMDB Health Dashboard Scheduled Jobs

Only Admins are able to view the CMDB Health Dashboard tab for scheduled jobs, which provides a list of calculated scores for completeness, compliance, correctness, relationship compliance, relationship calculation and top task generating CI's.  However, this dashboard is available to our fulfillers who are unable to see this last tab in the dashboard.  There is an ACL, see attached which I have added the ITIL role just to see what happens in Dev, when I do this, fulfillers no longer see the security error message but are now seeing a blank list.  How do I make the running jobs visible to fulfillers?  The ACL is attached, as well as what is visible to Admins and to Fulfillers.
