CMDB Workspace Certification Task - Make Comment Mandatory Before Certify/Fail Action in UI Builder

I am working on a customization in CMDB Workspace certification tasks and would like guidance on the recommended approach.

Current Behavior

In the CMDB Workspace certification panel:

1. User selects one or more CI records.
2. User selects one or more certification fields.
3. User can click Certify or Fail.
4. There is a Comment textarea available in the panel, but it is not mandatory.

Requirement

The business requirement is:

Users must enter a comment before performing either Certify or Fail action on a CI record.

Desired behavior:

• If the Comment field is empty:
  • Certify should not execute.
  • Fail should not execute.
  • User should see an informational/error message indicating that a comment is required.
• If a comment is provided:
  • The requested action should proceed normally.
