Duplicate CI Remediator only takes change requests in a new state into account

For anyone who doesn't know, the duplicate CI remediator only takes change requests which are in a New state into account. I've spoken with the development team at ServiceNow and it's apparently because of a business rule restricting modifying the CI field after a certain state on the Change Request form.
