There may be multiple Secondary owners of a particular Software Application. Secondary owners would be responsible for a specific portion of the application portfolio, e.g., by Department, by Platform (Mainframe, Distributed, Server), etc. Typically, they would hold the budget for that portion of the portfolio. The IT Application Owner (or Primary) is the overall Point of Contact for all of these various areas and is generally (not always) the main point of contact with the Publisher and coordinates the communications to the Secondary Owners.
