How to enable "Recommended Fields Scorecard" tab in Xanadu which by default enable in Vancouver

@indrasengupta The concept of weighted scores is removed in xanadu so these score cards are removed as part of it. please refer to the "Removed in the release -> CMDB Helath" section in  release notes

Since the weighted scores are removed, you would be adding tabs without any functionality. Why would you want to do that?
