How to limit 'Configuring the form layout' to a set of users ?

Hi everyone,

I'm looking for a way to limit the ability to configure the form layout in ServiceNow to a specific set of users (may be a group). Currently, it seems like this permission is more broadly available for personalize_form role.

Does anyone have experience with restricting this functionality? What steps or configurations are necessary to ensure only designated users can modify the form layout?

I'm note sure there is and I'm not finding any other questions similar in nature. It looks like once someone has this role they can do everything that is related to it. Also there isn't much in DOCs related to the role other then what it allows.
