Manually create (add/remove) service offering

I have a new CMDB specialist joined our team, and he has been assigned the cmdb_ms_admin  role, but he is unable to manually create / remove Service Offering. Is there any specific role he needs to have?

As mentioned in ServiceNow docs, required roles to create/edit Service offerings are either service_author or portfolio_admin.
