Mobile app builder "NOW mobile" scope creation

If I create a new scope/application and open this specific scope in mobile app builder.

Will this act as creating a custom mobile app?

How to make this specific scope mobile app only be available and custom to specific users?

Is this how you create separate mobile apps?

I have always used existing application scope and only made customizations in existing app.
But I think if you have created custom application scope and if you want to create separate custom mobile app configuration in it then it might be unique to that scope.
To make it available to particular users you need to add roles while creating it.
