Not able to activate TSOM plugin in my instance, it is purchased but not able to install?

Please reach out to your company's account executive to know the subscription details.

If that doesn't help, please raise a case with ServiceNow and they might help to activate/install it.

Have you tried syncing the plugins and trying again? Are you getting any errors? Sometimes it could be a system issue, so try logging out and logging back in before checking again. else log a now support case.
