I have this error when I try to insert discovery credentials for window on my developer instance:

Password2 fields use the Key Management Framework to encrypt data before inserting it to a database. Maintaining the health of your Key Management Framework is necessary to ensure that your Password2 fields encrypt their data.
Impact
You may see this error when creating or updating a record:
"Action Aborted: Password value cannot be saved due to a technical issue. Please see KB1296997 for help."
This error indicates that the Password2 field in the record failed to encrypt, and the transaction is aborted.
Customer Action
If you see this error, navigate to the Key Management Framework Health page at https://<instance-name>.service-now.com/now/key-management-framework/health. This page displays the health status of the services required for the Key Management Framework. If a service is down, the page also displays links to knowledge base articles to assist you in restoring these services.
If the health page shows that all required services are operational, but the issue persists, contact customer support for help.
