Populate the fields for Owner and Cost Center

I want to know the right approach to do this keeping serviceNow best practice in mind.
On cmdb_ci_cloud_service_account, we need to populate the fields for Owner and Cost Center from the corresponding Tags with the same names in cmdb_key_value
