Reclassification from windows server to Operational Technology

I have a requirement to reclassify during Discovery or post horizontal discovery CIs that would OOB classify as cmdb_ci_computer or cmdb_ci_win_server to cmdb_ci_ot based on IP range.  This has proven elusive to me.  I have attempted inclusion rules, CI Identifiers, and discovery patterns with no luck.  The customer is adamant about utilizing the cmdb_ci_ot table for the items that are in the OT space within their plant rather than allowing the OOB to take place then post discovery update OT Asset details.  Does anyone have any ideas of what I may be missing.   I can downgrade cleanly win_server to computer using the CI Classifiers, but I cannot get the switch to Operational Technology to take hold.  Any ideas for something I may have missed?  I have attached a couple snips of examples that have downgraded but not enough to switch the classification.
