Reference Qualifier Filtering Issue

Hi all, 

I have the requirement that there are two field names Department and Parent Fields in the form where in parent field there is field name service when I select any specific parent then related to service have to be only reflect in department to select same as in when I select any department then in the parent field those related have to be visible to select please help me to implement this . I Tried via reference qualifier but something else already present in that which is overcoming that while changing is there any other process for this.
