On the form, you're seeing the CIs that are related to the CI you are looking at via cmdb_rel_ci. With the diagram, ServiceNow added the ability to also see CIs that are tied via reference as well. I don't believe you can update the form view to show them and I'm not sure you would want to as the information is available in the related list for those items.

Ok. I would want them on the CI Relationship table because I can report on offerings that have the wrong relationship type. When keeping up with the CSDM, we would set up data certification to ensure the proper relationship types exists between classes. It's "normal" and "more comfortable" to not change how someone views their data unless it's necessary. Personally, I think it's likely better the current way because when there are a lot of relationships we get timeout errors which this would likely avoid but the users are used to seeing their related items in the relation formatter. I guess we'll have to create those relationships.
