Retired CIs available for Change Requests to select

Hi All,
We are looking for a way to "Retire CI's". We have CIs that we no longer want people attaching Change Request, Problems and Incidents. We see that you can retire CIs in the STATUS Fields however this does not prevent users from selecting the CI for new Change Requests.
Is there an alternative way to achieve this or a setting I'm missing.
