Unable to see toggle template option on change form

When we open the incident form there is option called "toggle template" is showing up on more options but its not showing up on change form.
Please help me to resolve the issue.

This could happen if the UI macro template_context is customized. Check if the declarative action definition has a workspace defined, and declarative action assignment is defined for incident table. Setting the property - glide.
