As an EA product, it is very helpful to know which business capability an application or platform is providing but I would argue/suggest there should always be at least 2 business capabilities. The "last tier" capability should be the application capability. Having this capability identified could help limit redundant applications. If you have multiple applications that offer the same capability (from an application perspective) maybe you can save costs by not having 4 of them. Or is this already captured somewhere else within this space?

Hi Robert,
I see the value in this, especially from an application rationalization perspective.
CSDM already supports a hierarchy of Business Capabilities, which can be mapped to the Business Applications supporting them.
I'd keep the distinction between Business Capability (what the business does) and Application Capability (the functionality an application provides). Mapping these relationships can help identify where multiple applications provide similar functionality.
I wouldn't enforce a minimum of two capabilities per application, though. The mapping should reflect the actual functionality supported.
The attached diagram illustrates the relationship.
