Where would I find a complete description of the Business Stakeholder license (aka approvers)?
If it is the same as the Requestor, would an approver be able to update information or add information to the request before it is approved?

Not a licensing expert however, as I understand it, the approver role is a sub-role under Business Stakeholder. You can give someone approver role without stakeholder but the license cost is the same. Business Stakeholders, generally, are able to approver records, view dashboards, view records that are theirs as well as those belonging to others, and they can add comments on records. Your contract order form should spell out the capability under the "subscription products" section as well.
Since you mentioned Requestors, they can only view and add comments to their own records via the service portal and do not have ability to approve or look at other's records.

Just so i understand this correctly. We have default applied for hardware request, Business application etc that requires user manager. Most of the users and manager are non itil user. Does that means that those who are approving it are considered Business Stake holder licensed user because they have approver_user permission?
Is there a way around this? Most of my users that are non ITIL only needs to approve request.. Not changes, not see dashboard, run reports or anything.
