Can someone please help me understand why OOB we are not allowed to link a service portfolio to Technical Service.

We have been asked by the management whether we can link a Technical Service to a Service Portfolio,
For eg if we identify Domain Services as a Technical Services, how can we link it to the taxonomy node and thereby to the portfolio? Please advise

I believe this is because Service Portfolio is targeted more for services that are Sols or Consumed by an End User, rather than an internal Service that is used but not directly offered to the end user.
I assume you are asking because you management want to use some of the Portfolio functionality for internal Technical Services. I can see why some internal users might want to use some of those functions.
I have not tried if/how this works, but a Technical Service can actually be mapped up to a Portfolio item by switching to the appropriate view - at present Technical Service is a child class of Business Services. It also might not be the intent as Phil mentions, but that might not also give your management what they want.

I would agree to your opinion, but would like to add the following information. In Quebec, maybe also in older versions, ServiceNow is naming the Service Portfolio as Business Service Portfolio in the CSDM menu. Based on that I assume, that ServiceNow was focused on the Sell and Consume part for this function. And because of that the restricted it to business services.
One other solution than switching the view, which was not working on my dev. instance would be to deactivate the business rule "Taxonomy node check for business service". Then you can maintain the taxonomy node also for your technical services. But please be aware, that I do not know, if there are other functions, which could be affected by this change.

Like Alec is stating, technically you can link with a portfolio. From a TBM perspective I also think it makes sense to have parent layers above the technical services.
