Define mandatory attribute of CI Class - CI Class Manager or Dictionary override ???

Hello All,
I learnt there are 2 ways to define a mandatory attribute for a CI Class
1. From CI class manager > Attributes > Added > Mandatory > True/False
2. Dictionary Override - Right click on attribute > Configure Dictionary > Dictionary Overrides > Select table that will be affected (* Table) > Override mandatory and Mandatory (Check the box)

1. Please educate me with the right way to define the mandatory attributes for a CI Class?
2. What is the difference between both approach ?
3. What will be scenarios where either of any specific approach needs to be followed ?
Please answer all 3 above questions/clarification

CI Class Manager would affect the 3Cs of CMDB (Completeness, Correctness, & Compliance) metrics on your CMDB Health Dashboard. Mandatory fields would fall specifically under Completeness, the CI Class Manager changes would set would mandatory/recommended fields to track. The Dictionary attribute would affect the record/form itself.
