Enable actionable knowledge feedback

I am looking at the Enable Actionable knowledge feedback OOTB. I am having issue where when they put score as 3 or below they are not receiving the feedback box to add comments, the rest is working fine i can see someone has fed back and what score they have given the article but not the opportunity to input why the article is rated poorly or not helpful.

I've checked the System Property = glide.knowman.feedback.enable_actionable_feedback_for_rating

This is set as Value but al that shows is a Thank you message ?

Any ideas what im missing
