ServiceNow is moving towards a more granulated use of Services.
So my best advise is to switch to Service Builder for creating and maintaining services.
In that context it is worth noting that emphasis is on offerings, since they are the records you actually work with.
Services are now just a collection of offerings (to say it popular)

In short yes, their Service Class is differentiated:
- Technical Management Services > Represented under consumer facing business service tables (cmdb_ci_service).
- Business Services > Represented under provider-focused technical management tables (cmdb_ci_service_technical).
Differentiating further:
| Technical Management Services | Business Services |
| IT infrastructure & operations | Business process & customer-facing |
| Focus on stability & performance | Focus on delivering business value |
| Examples: server mgmt, network, DB | Examples: payroll, HR onboarding, CRM |
| Consumers: IT teams | Consumers: employees, customers |

Be careful with the advice you get on the community, there appear to be a few posters spraying AI slop to up their post count then using bots to mark their posts helpful to boost their community profile.
To cut through the noise:
Business Service [cmdb_ci_service_business] and Technology Management Service [cmdb_ci_service_technical] are on individual child tables that extend Service [cmdb_ci_service] and have been for several years.
Service classification is not used consistently. Business Services and Offerings are named Business Service but Technology Management Services, Offerings AND all types of Service Instance class are all named Technical Service.

Their classes are actually defined by the names you've put there. Think of the classification as who the audience is.
