Our Business Applications without App Service Relationships metric shows 3100 non-compliant business apps. This isn't useful, because 2200 of these business apps are Retired. The metric should allow filtering to only show Business Apps that are Operational. Especially as Business Apps are logical constructs that aren't expected to have any relationships until deployed via Service Instances.
Our CMDB Health metrics allow us to easily focus on the operational statuses and classes that matter to us. How can I get the same from CSDM Health metrics?

False. Retired CIs should be moved to the archive - Data Manager Retirement policy.

I'd normally argue that regulated orgs often do not want to remove retired CIs from a service map if they need to attest what was connected to what in future (although there are ways around this), but in your case there are no CI relationships. So I guess you need to consider the value of retaining them in such a table potentially indefinitely. Business Apps are only in that status when being considred/introduced to an org. The moment a Dev instances is spun up they're effectively a part of the CMDB and longer just a logical record.
It's not common to archive such a small table as Business Application but is these records are now orphaned then that would be the fastest way to clean up the table.
It would of course be simpler all round to exclude such data from the dashboards - the Getwell metrics that populate the dashboards are run off scheduled job(s) that include "CSDM" and "getwell" in the title - I don't have an instance to hand but you may be able to investigate the jobs to see if there are any ways to personalise (my description for "customisation" that should be in the base platform!)
I hope this helps!
