Why are department records expected to only reference 'customer' companies?

I'm building out a typical internal company structure (company>business units>departments). Does anyone know why, out of the box, the cmn_department.company is set to only reference core_company records where customer=true?  Makes no sense to me but perhaps I'm missing something 🙂
