Which user preferences control the display of a breakdown widget on a dashboard. When this particular user open the oob Incident Premium dashboard the breakdown widget is not displaying the widget correctly. Below are screenshots of the correct and incorrect display.

I figured out how to reproduce the issue. Have the user click the gear icon in the upper right. Then click on Accessibility and turn off "Enable screen readers to read charts and graphs (screenshot below shows it turned on).
This is how my page looked after turning it on.
Edit: Sorry I see you are on the next experience so it is click on profile picture then preferences to get to accessibility.
So in next experience you want to turn off this setting "Enable data table for charts and graphs"

I'm not sure that is a user preference. Also I noticed that your working screenshot is of incident process by age tab but the non-working one is processed by state. Are all tabs showing that way for this user? Have you tried a different browser such as Edge.

Hey Brian, it's the same for the process by state and process by age. Yes, I did try Edge and I get the same results.

Are you impersonating that user or are they giving you the screenshot? It just seems like a bowser issue. I'm not sure how you would even get it to display like that otherwise.

We have tried both ways and the results are the same. My co-worker ran into the same situation in STAGE and ended up deleting all of the user preferences and that resolved it issue. I'm trying not to go that route, because the user is upper management and will probably be upset about losing favorites and setting.
