unable to edit published knowledge article

User who is also contributer of knowledge article has same access and roles in Production and Development. but he is able to edit published knowledge article in development and unable to edit published knowledge articles in production.
checked acls, brs, ui policies and user criteria but do not understand why he is able to edit published articles in development

1. Refer KB0863489 Knowledge Article author is unable to edit their published articles
Resolution
In order to resolve the issue, you can either add the user into the selected ownership group, remove the ownership group from the Knowledge Article, or change the ownership group to one which user already belongs.
2)Refer KB: KB0820650 Users cannot check out a published article | Troubleshooting
Resolution
- Navigate to the script include KBVersioning - https://<instance_name>.service-now.com/nav_to.do?uri=sys_script_include.do?sys_id=1f4b1fe4db122200a042f278f0b8f5a7
- Override the function "canCheckout" which is defined in the KBVersioningSNC
- ie, Remove the above mentioned if conditions.
