After adding users to Watchlist in RITM form it is resolving automatically

Hello Community users,
I have a issue with RITM. After creating RITM i am adding users to watch list then the RITM state is Resolved automatically. This is happening for a particular user when created ticket. If we tried same RITM with some other users its is not resolving the RITM. I have checked all existing BR,CS and Workflow but no use.
Kindly help me on this issue.
