If a customer already has DEV. TEST & PROD environment that they are already using and are now looking to buy CSM licenses, can you install the CSM Plugins in DEV without those licenses being bought (even though they are for PROD only)
or is there some mechanism within ServiceNow which will not let you install the plugins without licenses being purchased for the Production platform.
It seems unlikely, however I wanted to check - can anyone point me to a definitive statement?

Plugins can be installed on non prod instances without license cost (except AI capabilities).
Do know that this could have unexpected consequences. With CSM you get snc_internal and snc_external roles for instance. Every ACL will at least get the snc_internal role for instance. If you move an ACL from DEV to PROD, it can very well have unforeseen results because of that.

Thanks @Mark Manders That is what we thought, however it is one of those things when someone asks, you doubt yourself. We would obviously never promote anything without the correct licenses.
