Does Read-Only Access to Customer Data Require a CSM License?

Hi everyone,
I need some clarification regarding CSM licensing.
In our instance, we have users with who work operational account manager who only need read-only access to customer-related data (users, RITMs, tasks, changes, etc.).
Do these users still require a CSM (Fulfiller) license, or can they access this data without one since their access is limited to reading information only?
If anyone has experience with this scenario or official guidance, I’d really appreciate your insights.
