Fulfillers (ITIL role) Unable to create My Lists entries in Workspaces

The users are not able to create a custom list under My Lists tab in any workspace (OOB SOW workspace and custom built Workspaces).

I believe these lists are created in sys_ux_my_list table as my custom lists appear here.
There are two ACLs but both state they are out of the box and cannot be edited. 
This does work for Admins.

Is there any custom action that needs to be done for fulfillers who use Workspaces to be able to create a My List for personalized lists?

I encounter the same problem.  

@Andres Jasso : Have you found the solution?

Others than admin user, the 2 buttons in the bottom of the My List are not displayed.

This includes users having itil , as well as   canvas_user roles. 

Further checking using access analyzer, shows as following:

Dear @Andres Jasso 

My developer went deeper, checking the UI Builder, and managed to find the hidden settings in the UI Builder.

The finding is, our Dev System has different Zurich Patch Level (I guess Patch level 5), where the button is available by default. 

Therefore we just change in the UI builder, create duplicate of the variant in our productive system and made the button visible. 

The exact location of the settings is like the screnshot below.
