Hi @P M Kamer Taj,
You can create an ACL to restrict the access to update the language for a particular domain, as it comes from the user table field so create ACL on the user table itself based your required domain condition in the ACL

Sorry if i am not convey you properly in my ask
Actually the requirement is to hide list of languages in language selector based on domain.
ex: user from Spanish domain can see only Spanish and Portuguese users need to see both English and Portuguese

You can try to achieve it through Dependent field functionality from the dictionary. As an example you can refer the incident category and subcategory functionality.
