I would like to remove the timestamp and user name from the activity log in Incident table. Could someone please help me with this?

what's your actual business requirement?
You can always inform your customer that it's a OOTB platform behavior and train the users.

The timestamp and user allows users to know who updated and when comments was updated.
It's not possible to remove that.
