You make utilize the Announcement feature in ServiceNow.
Under Service portal> Announcement
Create a new record as per your requirements.

Hello @ShrikanthRK
Yeah. You need to go UX Banner Announcement module shown in below screenshot.
There you can create a record with your info message by giving all necessary details. You can look below image for refernce how I did in my instance
Finally, in the below related list of UX banner announcement configuration add the OOB "Unified Navigation record" and yes you are done with the task.
Output will be like below:

Hey @Murthy Ch,
Thank you very much for the quick response. I tried this, but I am not able to see the banner if I'm in UI16 experience, the old theme of native UI. This banner is only showing up if I'm in the Next UI experience.
Do you know any way we can achieve similar functionality in the older UI?
