When creating a publication recipient list there are 4 options: Contacts, Internal Users, Consumers, and Accounts. I created a test recipient list of type Account and added a filter to include some specific named accounts.
Then I tried to add that account list to the Recipient Lists on a draft publication and it did not appear in the available lists. Looking at the field definition there is a reference qualifier of "Type is Internal Users OR Type is Contacts OR Type is Internal Users".
If recipient lists of type Account cannot be added to publications what is the point of even allowing them to be created?

I have not found a solution. It is not an issue for us since we do not plan to create recipients based on Accounts. My suggestion would be to update the reference qualifier on the field recipient_lists to add Type = Accounts. Just be aware that will be a customization and may cause skipped updates in the future.

Hello,
I encountered this same issue and did some investigating. I first learned that Recipients Lists are used for other things, like Major Incident Management, and not just Publications. That's where Recipient Lists of type "Account" were originally intended to be used.
I contacted ServiceNow support to see if there was anything else to learn here. They essentially confirmed this information. Publications simply don't support account-based Recipient Lists.
For my own purposes, I will use a scripted Recipient List to get the accounts that I need, then map that to contacts. If you or others want official support for accounts, you'll need to submit a new idea for the Idea Portal.
