User criteria is not working on knowledge article form

we have 'can read' fields available in OOB knowledge article form. where we can use user criteria to allow access. but it is not working. i didn't give anything in 'cannot read' field.

Hi there,
Is this not working at all? Or only just for an article where you added this a few minutes ago? Asking because the Docs mentions "After making user criteria additions or changes, you may need to log out and log back in to clear the prior configuration."
