What data model to consider to configure a CSM portal for parent and student persona for a school

Situation is the organization is a school with multiple locations. they want to implement a CSM portal for case intake. Each parent or student is mapped to a location and the support group giving customer services could be central team or local school team. I was thinking of service organization and use business location but then how does the portal feature work for customer self service? service org will solve any walkin exp requested at local school but how do i manage a parent requesting a case for a particular school? hence i am inclined on using B2B model with each school as a account and parent and student as contact (with few custom fields to differentiate). need views on what would be more scalable solution.

Parent and student sound much more like consumers in a household. I didnt have the pleasure to implement internal business location but shouldnt you be able to define all their services and relations to the households?
What would the issue be in the portal?
