Why can't a user login to now support

Trying to grant access to Now Support
User is active
User is unlocked
User has email and password
User is in ServiceNow MGMT
User updated password

Not sure what else I need to do provide access

Hi, if one of your users is unable to log into https://support.servicenow.com and you have checked\validated that their Support account is correctly configured via 'Manage accounts'

Then I would recommend that you log a Case with the SNC Support team for investigation.
