hi all, we have itil users who are unable to view reports on asmt_assessment_instance tables

have you checked ACL on "asmt_assessment_instance" table for report_view operation?
See if roles defined for itil or not? if you want you can update those ACL roles based on your need.

after providing 'report_view' operation ACL to ITIL users,
users can report on the table but a few of the existing reports are showing as no data to display from the dashboard, but when the user navigated to the report from the dashboard, can see it.

Is this a ootb dashboard? can you re-add and try , did you publish the report ?
