To add custom logo on the portal login:
1. clone stock header widget and angular-template in it
2. clone login widget and add the widget in a custom login page
3. In the service portal record, add stock header widget(created in step 1) in the Theme field; add login page(created in step 2) in the Login Page field.
4. Update the record and you're done!

do you have any custom login page added on your portal ? seems like you did not add the login page that's why it's taking default one. try to add your custom login page and then refer the above link , then it will show the logo on your login page.
