Add Standard Change tasks BEFORE Standard Change Request approval

Hello, we need to change the process of inserting change tasks under change requests.

Current process: When the standard change request is submitted from a template (which has change tasks in it), it needs to be approved first for the tasks to be added automatically under the request.

Desired process: When the standard change request is submitted using a template with tasks we want these tasks to be added to the change request right away once it is created.

Is there any way to change when the Tasks are inserted?

I've found a BR which creates child tasks under change request, modified it to achieve desired behavior. Turned out that we customized the workflow a while ago. It exists but does nothing in our instance.

I tried this but I think we are missing some properties. and I am not able to see in my PDi. That property tell which state task should get generated.
