it's possible that UI action you show was not updated in version 8.1. your screenshots don't indicate what you're looking at. check the contents of each Update set to see what is included.

Check the installation logs to ensure there were no errors during the preview and commit steps.
- System Logs > All and filter by Source = Update Set to find any potential errors or warnings related to the installation.
- Ensure that the new version is installed in the correct application scope. Sometimes, different versions might get installed in different scopes, causing the old version to remain active.
If the issue persists, try reapplying the update set:
- Navigate to System Update Sets > Retrieved Update Sets.
- Find the update set for v8.1.
- Preview and commit it again to ensure all changes are applied.

The UI Action "Add to Update Set" is present in version 8.1. Back out the update set and try again. You should see it in the "Customer Updates" related list on the Retrieved Update Set record. There is a link on the form "Show Commit Log" where you can see what was committed.

So went to the update set log and still showing loading. Looks like something is stuck. I tried to do these steps on different instances and still shows loading...
