Allowing specified groups to view their group's open/closed incidents through the portal

Looking for some feedback regarding how mother companies are utilizing the enterprise license structure for their users. We have had users requesting access to view their group's related incidents (both opened and closed) in order to see what may be impacting others, and improve visibility into the work that is being done. 

 

Alongside this, we are also hoping to develop a "me too" button functionality that would create a new child incident when they locate a similar open incident. We are hoping this will assist with MI identification, and transactional incident analysis for problem. 

 

Have any other companies out there utilized this type of functionality, or given view access to users within their organization via the portal? Pros/cons of each would be greatly appreciated!

I did this at a company I worked for, not long ago, and it worked to reduce rework, as well as helping the team create KBs. My biggest challenge was the permissions, so no one could see beyond the responsibilities that belonged to each team. So I had a little work with ACLs.
