AM/PM buttom next to time field on form not showing for some users.

I have a Time field on a form which has a AM/PM selection button to the right of it. Certain users can see this AM/PM button while others cannot. What could be the cause of this issue and how could i go about fixing it, Thank you.

This is defined by setting on the user profile:

12 hour displays AM/PM, 24 hour doesn't.

Could you share a screenshot of your button along with and code and configuration? It is difficult to troubleshoot without understanding how something has been built.
