analytics center dashboard user cannot see the reports

I have dashboard on analytics center in HR AGENT WORKSPACE
for some reason the person cannot see the reports

when I impersonate someone who need to see the dashboard it seems to be empty
why ?

Has the dashboard been shared with other users? 

it's likely due to incorrect permissions, role assignments, or scope issues, or perhaps the reports themselves haven't been shared with the user or group.

I shared the dashboard with the person.
how can I share the reports in the analytics center ?

I tried at my end and it is working fine, is user has HR related role?

Is this issue with all the users?

if not, then make sure the user has correct HR roles same as the user who has access to it.
