Apart from Admin what permission to be provided to user to review, create and manage schedules and Scheduled Jobs

Here is the required roles details.

schedule_admin: This is the primary role for managing schedules (cmn_schedule) and Scheduled Jobs (sysauto) as @Dr Atul G- LNG already mentioned.
import_scheduler: Required if the user needs to manage scheduled data imports.
template_editor / template_scheduler: Necessary if the scheduled jobs involve applying templates
