Application Upgrade Details - Skipped updates no base?

Each time I upgrade my application and install it on our TEST instance I get some "Customizations Unchanged."  I do a "resolve conflicts" and get "there are not differences found" then I try to revert to base and I get: 'Your update version entry cannot be reverted because no base system version was found for upgrade <application>'

 

How can I resolve these issues?

If there are no new versions created for the record you are concerned with, you won't be able to revert. I suppose you can ignore this safely. Shouldnt be an issue.
