Apply submit client script to all items at the same time

Only certain people try not to submit items when submit. So I want to apply submit client script to all items at the same time. What should I do?

I can make the condition script. All I need is to apply the submit client script to every item.

If you don't want them to submit catalog form its best practice not to show catalog form it self, restrict form through user criteria
