Apply submit client script to all items at the same time

Only certain people try not to submit items when submit. So I want to apply submit client script to all items at the same time. What should I do?

I don't think so its gonna take much time , check in user criteria in related list you can add catalog items

you can limit the use from accessing certain catalogs by using User Critera from the catalog item related list (based on user , role , group, dept and company etc...)
