approver_user is unable to add comments to the portal

When a user with an approval assigned to them go to the ServiceNow portal, and all they have is the approver_user role, they are unable to add comments to the approval record/ritm record. Adjusting the ACL sc_req_item.comments has not worked when I included the approver_user role in that.
I have reviewed the following which is the same issue but none of the suggested adjustments have worked:

Was there ever a resolution to this? We are seeing the same issue in our environment and adding/updating the sc_req_item.comments ACL has not helped.

Unfortunately not - trying to avoid rewriting the widget to allow the notes on tasks.

would love to know if folks figured workaround- we'd like our approvers to be able to add attachments/comments after approval of request. In the service portal would be great, but I've had ideas around responding to the approval email to the approval record itself as well.
